This is a han obi - half the width of the standard obi. ("Han" means "half" in Japanese.) But it is patterned on both sides, like a maru obi.  We know that this came from the costume collection of a traditional Japanese dancer, so it was meant for the stage. 

Bursting with festive cheer, this luminous red obi was richly woven with gold chrysanthemums and shimmering touches of pink, blue, and purple. The brocade catches the light beautifully and creates an elegant look that pairs perfectly with seasonal styling. The bold floral pattern symbolizes celebration, longevity, and joy!
