This listing is a vintage Japanese folding fan (sensu in Japanese). See videos below on how the paper version of these fans are made - it's quite an elaborate and precise process.

Lovely blue colors and a bubble pattern - very cooling!  The word "Doyle" appears on the front and Tanabe Pharmaceuticals is written on the back of a spoke, so no doubt this fan was originally part of a swag packet.
