This listing is a vintage Japanese folding fan (sensu in Japanese). See videos below on how the paper version of these fans are made - it's quite an elaborate and precise process. 

Soft orange paper and vivid pink floral silhouettes give this folding fan a playful mid-century look, paired with unusual English text advertising a “Captain’s Tea Party” aboard the Hikawa Maru in 1957. The bamboo ribs and printed botanical design keep it grounded in Japanese styling, while the mix of florals, menu typography, and brand stamp on the reverse side gives it the charm of a travel souvenir or event keepsake from the postwar era.
